Building on strong recent improvements and with a need to further accelerate our transformation, we are seeking an exceptional leader to take on the role of Executive Director of Strategy and Transformation.

  • A Welcome from the Chief Executive

Thank you for your interest in the role of Executive Director of Strategy and Transformation at Cwm Taf Morgannwg University Health Board (CTMUHB).

This is a pivotal time to join CTMUHB as we continue our journey of transformation and improvement. Our organisation serves a diverse population of over 500,000 people across Rhondda, Merthyr Tydfil, and Bridgend, and we are proud of the progress we have made in recent years. Now, we are looking for an exceptional leader who can help us build on these foundations and drive forward bold, innovative strategies that will shape the future of healthcare in South Wales.

As Executive Director of Strategy and Transformation, you will play a critical role in shaping our long-term direction, working across the entire health and care system – from acute services to mental health, community care, and our key partnerships with social care, housing, and sustainability sectors. This role offers a rare opportunity to influence at every level, spanning local, regional, and national agendas. You will be at the forefront of designing and delivering transformational programmes that move us away from traditional hospital centric models and towards integrated, community focused care.

We are seeking someone with vision and ambition, someone who can bring fresh, radical ideas to the table and energise our teams to think differently about healthcare delivery. We are looking for a leader who understands the complexities of the health and care system but is not afraid to challenge historical norms and drive real change. Your ability to engage with a wide range of stakeholders, from Welsh Government to local authorities, voluntary sector partners, and our communities, will be key to our success.

CTMUHB is a place where collaboration thrives. Our executive team is cohesive, supportive, and driven by a shared commitment to delivering outstanding care for our patients. We take pride in our ability to work together as one team, and the Executive Director of Strategy and Transformation will play a central role in this. With strong political support, financial stability, and major strategic developments on the horizon – including the development of Wales' first standalone treatment centre – this is an exciting opportunity to make a lasting impact.

We are committed to fostering a diverse and inclusive leadership team and are particularly keen to encourage applications from female leaders and those from underrepresented backgrounds. Whether you are an experienced executive or stepping into a board level role for the first time, if you share our passion for innovation and transformation, we would love to hear from you.

Thank you for considering this opportunity. I look forward to welcoming an inspiring and dynamic leader to join us on this exciting journey.

    With best wishes,

    Paul Mears

  • Cwm Taf Morgannwg University Health Board (CTMUHB) is a major healthcare provider in Wales, delivering integrated primary, community, acute hospital, and mental health services to over 500,000 people across Rhondda, Merthyr Tydfil, and Bridgend. With a workforce of more than 13,000 dedicated professionals, CTMUHB is at a critical stage in its journey. Building on strong recent improvements and with a need to further accelerate our transformation, we are seeking an exceptional leader to take on the role of Executive Director of Strategy and Transformation.

As a key member of the executive team, reporting directly to the CEO, this is a rare opportunity to shape the strategic future of CTMUHB. This is a pivotal leadership role, with reach across the Board and responsibility for driving transformation across the entire health system – acute, community, mental health, and beyond. You will lead the development of a long-term strategy that establishes CTMUHB as a national leader in population health, championing radical, innovative approaches to care delivery, prevention, and sustainability. Your vision and ambition will be instrumental in energising teams and building a cohesive, forward-looking organisation.

You will provide strategic leadership, developing and embedding a transformational five-year strategy focused on population health, sustainability, and innovation. Building on strong foundations, you will lead ambitious, system wide transformation programmes that reimagine healthcare delivery, fostering collaboration across Care Groups, public health, and voluntary sector partners, driving the shift away from hospital centric models towards integrated community-based care.

Our new Board Director will also oversee the creation and delivery of the Integrated Medium-Term Plan (IMTP), ensuring alignment with Welsh Government priorities and local needs, while maximising system potential and addressing the wider determinants of health. They will be a natural relationship former, building and maintaining connections across the public sector, including local authorities, voluntary sector partners, and government, engaging effectively at all levels. They will also bring innovation and best practice to CTMUHB, with the ability to offer creative, radical thinking to the Health Board.

We are seeking an inspiring, collaborative leader with a proven track record in developing and delivering large scale strategies and transformation programmes in complex healthcare environments. You will have a passion for driving change, coupled with the ability to turn vision into structured, actionable plans. With significant senior leadership experience, you will be able to inspire and lead a talented team, nurturing a culture of innovation, inclusion, and continuous improvement. Furthermore, you will bring expertise in strategy development, commissioning, planning, or operations within health and social care, with an appreciation for whole-system transformation and a strong track record of leading transformational change and using exceptional communication skills to engage communities, voluntary sector partners, and public health leaders.

CTMUHB is an organisation with a real sense of community; that actively supports and develops colleagues to ensure patients receive the best quality care. This is a rare and exciting opportunity to join a large and complex Health Board at the beginning of its transformation, and to be central to the development and improvement of our culture and services, making a tangible difference to our population.
