Delivering a shift from an acute to a community-centred health and care system
Since July 2022 NHS Lancashire and South Cumbria Integrated Care Board (ICB) has held responsibility for planning NHS services, including hospitals, primary care, community services and those previously planned by clinical commissioning groups (CCGs).
As well as the chair and chief executive, membership of the board includes partner members drawn from local authorities, NHS trusts / foundation trusts, and primary care. The board also invites regular participants from VCFSE, local Healthwatch, public health and children and adults’ social services.
Accountable to the people of Lancashire and South Cumbria and in charge of NHS money, NHS Lancashire and South Cumbria ICB will ensure that the strategies developed by Lancashire and South Cumbria Integrated Care Partnership become a reality on the ground.

Dear candidate,
I am delighted that you are considering applying for one of our Chief Officer roles at Lancashire and South Cumbria Integrated Care Board (LSC ICB).
We commission health and care services for the 1.8 million people living in Lancashire and South Cumbria, with responsibility for spending over £5 billion on services to meet their needs and support improvement in health and wellbeing. Our population is spread over a complex geography and is extremely diverse.
This is a challenging but exciting time to join our Integrated Care Board. Despite the difficult task of halving the running and programme costs of the ICB, our new leadership structure places us in an excellent position to move forward with a vision for delivering strategic and population health focused commissioning which provides a huge opportunity to streamline how we deliver our vision to develop a community-centric health and care system. We have a blueprint of how to reconfigure the way in which clinical services are provided across the system, and we know we must work alongside our partners in local authorities, social care, education and the voluntary, community, faith and social enterprise sector to increase the provision of care in the home and community, enabled by the best use of digital technology. Delivering this vision will both improve outcomes and narrow the significant health inequalities that currently exist in our communities.
The ICB, together with three providers within the Lancashire and South Cumbria system, has been escalated by NHSE into the Recovery Support Programme, with Financial Enforcement Undertakings applied to the ICB, reflecting both the financial position and the ICB’s governance arrangements. Significant work is already underway to address the issues identified, and we are making good progress towards delivering our undertakings and providing a strong base for future success.
We are looking for leaders who will bring strong professional expertise, knowledge, insights and credibility to their portfolios and the ability to think and operate strategically, underpinned by strong personal integrity and values. We need leaders who enjoy delivering collaboratively through partnership and who will support a culture of public inclusion and involvement. Who can be inspirational and compassionate while holding people to account for delivery, and with the skills to effectively influence, supporting an open culture of continuous improvement, which places the resident at the heart of all we do.
