Delivering a shift from an acute to a community-centred health and care system

Since July 2022 NHS Lancashire and South Cumbria Integrated Care Board (ICB) has held responsibility for planning NHS services, including primary care, community pharmacy and those previously planned by clinical commissioning groups (CCGs).

As well as the chair and chief executive, membership of the board includes partner members drawn from local authorities, NHS trusts / foundation trusts, and primary care.  The board also invites regular participants from VCFSE, local Healthwatch, Public Health and adult and children’s social services.

Accountable to the people of Lancashire and South Cumbria and in charge of NHS money, NHS Lancashire and South Cumbria ICB will ensure that the strategies developed by Lancashire and South Cumbria Integrated Care Partnership become a reality on the ground.

    Thank you for your interest in joining our ICB as Chair of the Board.

    Our diverse and experienced Board oversees the health and care services for the 1.8 million people living in Lancashire and South Cumbria. With a complex and challenging geography, the successful candidate will need to understand the nuances of rural communities as well as densely populated towns and cities.

    We are looking for an individual that is highly experienced in governance processes and who can work well with the executive and non-executive members to further develop a unified Board.

    Although our ICB is young, it is an exciting time to join our organisation, as we have great ambitions and a clear plan to improve the lives of people living and working in Lancashire and South Cumbria.

    Our vision is to develop a community-centric health and care system, delivering good outcomes with narrowing inequalities, and we are looking for a Chair that can work closely with our Board to ensure that our ambitions are met, providing robust scrutiny and keeping the interests of people living and working in Lancashire and South Cumbria at the heart of every decision that is made.

    There’s a Swedish proverb that says “Rough waters are truer tests of leadership. In calm water, every ship has a good captain.” In Lancashire and South Cumbria our leaders are being put to the test. The tide has changed many times in recent years and the waters have never been as rough. There will be some difficult decisions to make, and the incoming Chair will need to show strong leadership.

    We are fortunate to work in an area with a lot of talented and passionate people. In joining the Board, our Chair will need to ensure that our organisation demonstrates its commitment to our ‘PROUD’ values; ensuring that we put our people and communities first, maintain a respectful and caring environment, are open and transparent in everything that we do, unite our system partners and communities to improve care and deliver and transform high quality services.

    The incoming Chair will also be passionate about our important work on prevention and tackling health inequalities, and will need to show dedication to ensuring that our Board does everything it can to address these inequalities with the aim that every person in Lancashire and South Cumbria lives the longest, healthiest, happiest life possible.

    The successful candidate will be someone who understands the value of a truly integrated health and care system, with a real determination to ensure that health and care services are joined up, and someone that recognises the importance of working together with partners across Lancashire and South Cumbria for the benefit of our residents.

    I am also keen to find an individual with whom I share strong personal chemistry, and someone who is comfortable with operating at a national level, both in the government at the Department of Health and Social Care, and with colleagues at NHS England.
