Essence of the opportunity
Reporting to the President and Chief Executive Officer, the Vice President, Finance and Chief Financial Officer leads a portfolio that includes Contract Management, Internal Audits, Finance and Budgeting, Partnership Operations, Housekeeping and Food and Dietitian Services. With approximately $8 billion in active and upcoming capital and redevelopment projects, the new Vice President, Finance and Chief Financial Officer strategically and expertly oversees financial leadership for one of the largest health authorities in British Columbia and Canada.
Today, there are billions of dollars worth of strategic projects underway. Some of the projects include: delivering on the People Plan, large redevelopments at Royal Columbian Hospital and Burnaby Hospital, a completely new hospital and cancer centre build in Surrey, staff repatriations and P3 partnerships. This role is an exciting and vital opportunity to integrate commercial services in the region, while meeting and exceeding both financial and operational goals and objectives. The Vice President, Finance and Chief Financial Officer has an integral and important mission to provide executive leadership in financial planning, monitoring and reporting.
The Vice President, Finance and Chief Financial Officer is an expert in financial strategy and forecasting, and provides executive connectivity and oversight to Lower Mainland services for Business Initiatives and Support Services. As the Executive in charge of Fraser Health’s finances, the Vice President, Finance and Chief Financial Officer is clear, caring and courageous in leading all aspects of the portfolio, with a direct impact on capital planning process(es) for Fraser Health.
The Vice President, Finance and Chief Financial Officer is strategically focused on the development and successful implementation of Fraser Health priorities, while aptly building, navigating, and strengthening collaborative partnerships across the region.

We are now seeking an outstanding financial leader to join our Executive Management Committee as Vice President, Finance & Chief Financial Officer. Reporting directly to the President & Chief Executive Officer, the Vice President, Finance & Chief Financial Officer is Fraser Health’s most senior financial executive and a key strategic partner to the Board and executive team.
The Vice President, Finance & Chief Financial Officer is accountable for the financial condition of Fraser Health and provides leadership across financial planning, forecasting, analysis, reporting and risk management. This includes stewardship of Fraser Health’s operating and capital budgets, corporate finance, financial planning and business support services. The Vice President, Finance & Chief Financial Officer ensures alignment with provincial health priorities, legislative frameworks and the expectations of patients, staff and the communities we serve.
Working with our newly appointed President & CEO, this is both a high-level strategic and operational role. As the Vice President, Finance & Chief Financial Officer you will:
Provide trusted advice to the CEO, Board and Board Committees, bringing clear insight on financial performance, capital management and resource allocation.
Lead the planning, development and execution of annual operating and capital budgets, ensuring robust processes for forecasting, variance analysis and reporting.
Oversee financial operations, compliance and internal controls, safeguarding organizational assets and ensuring value for money.
Represent Fraser Health in high-level negotiations with the Ministry of Health, government partners and shared service organizations, advocating for the needs of the region.
Co-lead capital planning and business case development for major infrastructure projects alongside the VP, Planning, Transformation and Infrastructure.
Inspire and lead a high-performing finance team, fostering a culture of respect, inclusion, continuous improvement and commitment to Fraser Health’s values.
The successful candidate will bring a CPA designation and at least 15 years of senior leadership experience in complex organizations, ideally with exposure to health care or similarly regulated environments. You will demonstrate exceptional financial stewardship, strategic thinking and political acumen, with the resilience to lead through change and uncertainty. Strong interpersonal and communication skills are essential, alongside a collaborative mindset and a patient-centred ethos.

Opportunity overview
The Vice President, Finance and Chief Financial Officer is accountable for providing executive oversight of financial planning, monitoring and reporting of Fraser Health’s finances. By setting an innovative and trusted standard for internal, external, and community partners in the region, the Vice President, Finance and Chief Financial Officer will be a senior executive liaison operating across Fraser Health, Vancouver Coastal Health Authority, the Provincial Health Services Authority and Providence Health Care.
The Vice President, Finance and Chief Financial Officer reports on the performance of portfolios while identifying short-term tactical actions and long-term strategic objectives to ensure Fraser Health navigates current and evolving issues successfully. The executive leader will also oversee the development and approval of all operating budgets for the portfolio while allocating resources to meet strategic and operation requirements within the financial mandate of Fraser Health. Furthermore, they oversee consultations and communications including partnerships for the effective planning and delivery of Financial plans and programs. As a fundamental representative of Fraser Health, the leader builds and foster relationships with the Ministry of Health, Health Employers' Association of B.C., community agencies, organizations, and consumers in Fraser Health.
